PIB Breaking News (23 मई 2026): ग्रामीण विकास मंत्रालय ने आज VB-G RAM G Act 2025 के 8 Draft Rules e-Gazette में publish करने की जानकारी दी। ये rules 22 मई 2026 को e-Gazette में publish हुए हैं और 30 दिनों के public consultation के लिए खुले हैं।

1 जुलाई 2026 की launch deadline से सिर्फ 38 दिन पहले यह announcement India के ग्रामीण रोज़गार इतिहास में एक महत्वपूर्ण कदम है।

Rule 1: Central Gramin Rozgar Guarantee Council Rules, 2026

क्या है: VB-G RAM G के केंद्रीय स्तर पर review और monitoring committee की संरचना, powers और functions। महत्व: यह council national level पर scheme की implementation देखेगी।

Rule 2: Wages और Unemployment Allowance Payment Rules, 2026

क्या है: मजदूरी और बेरोजगारी भत्ते के payment का तरीका और procedure। महत्व: मज़दूरों को कब, कैसे और कितनी मजदूरी मिलेगी — यह इसी rule में specify होगा।

Rule 3: State Excess Expenditure और UTs without Legislature Rules, 2026

क्या है: Normative Allocation से अधिक State द्वारा किए खर्च की procedure। महत्व: जब state अपने normative budget से ज़्यादा खर्च करे — तो कैसे handle होगा।

Rule 4: National Level Steering Committee Rules, 2026

क्या है: National Steering Committee की composition, quorum, meetings और functions। महत्व: Central-State coordination का सबसे उच्च स्तर।

क्या है: अगर मज़दूर को रोज़गार नहीं मिला, मजदूरी नहीं मिली, या कोई शिकायत है — तो complaint कहाँ और कैसे करें। महत्व: सामान्य मज़दूरों के लिए सबसे directly relevant। इसमें complaint process, timeline और escalation mechanism होगा।

Rule 6: Administrative Expenses Rules, 2026

क्या है: 9% administrative expenses का breakdown — क्या-क्या इसमें शामिल होगा। महत्व: Field staff training, GRS remuneration, technology सब इसी से fund होगा।

Rule 7: Transitional Provisions Rules, 2026 ⭐ (July 1 Transition के लिए Critical)

क्या है: MGNREGA से VB-G RAM G में seamless transition — Job Cards, ongoing works, pending wages, SECC data। महत्व: 1 जुलाई को क्या-क्या होगा — यही rule decide करेगा।

Rule 8: Objective Parameters for Normative Allocation Rules, 2026

क्या है: हर State/UT को VB-G RAM G का fund कैसे allocate होगा — objective criteria। महत्व: किस state को कितना बजट — यह formula इसी में।

💰 June 2026 के लिए 45 करोड़+ Persondays

June 2026 के लिए 45 करोड़ से अधिक Persondays का Labour Budget approve किया गया है — ताकि MGNREGA 1 जुलाई 2026 तक बिना रुकावट जारी रहे।

इसका मतलब: अगर आपके पास MGNREGA Job Card है — June में काम की demand करें। रोज़गार मिलेगा।

💸 ₹26,971 करोड़ के Mother Sanctions

MGNREGA के तहत ₹26,971 करोड़ के mother sanctions जारी हुए हैं — Wage, Material, Administrative Expenses और Social Audit Unit के लिए।

यह fund transition period में states को fund shortage नहीं होने देगा।

🏘️ Gram Panchayat A/B/C Categorization — नई जानकारी

Gram Panchayats को A/B/C categories में classify करने का indicative framework States/UTs के साथ share किया गया है।

Categories का मतलब (likely):

• Category A: Well-developed GPs — कम MGNREGA dependency
• Category B: Moderate — average employment demand
• Category C: Under-developed — highest employment demand, ज़्यादा work allocation

इस categorization से हर GP को उसकी ज़रूरत के अनुसार काम और बजट मिलेगा।

💳 DBT-SPARSH और SNA-SPARSH — नया Payment System

DBT-SPARSH और SNA-SPARSH का technical integration preparatory activities में शामिल है।

SPARSH = Scheme for Payment to Registered workers of Schemes for Health — actually यहाँ यह VB-G RAM G का new payment architecture है।

मज़दूरों के लिए: Payment और ज़्यादा fast और accurate होगा।
