VB-NRIS क्या है — और MGNREGA MIS से कैसे अलग है?
MGNREGA (2005-2026) के पास एक बड़ा Management Information System (MIS) था — जो job cards, attendance, works और payments track करता था। लेकिन इसकी limitations थीं — यह scheme-specific था, PM Gati Shakti जैसे national planning platforms से connected नहीं था, और rural infrastructure की overall picture देने में limited था।
VB-G RAM G Act, 2025 — MGNREGA की जगह लेने वाला नया framework — को एक modern rural development architecture के रूप में design किया गया है जो livelihood security, durable asset creation, technology-enabled governance, convergence-driven planning और climate resilience को combine करता है।
VB-NRIS इसी नई architecture का digital nervous system है। सभी VB-G RAM G works इसी platform पर originate होंगे — Viksit Gram Panchayat Plans से शुरू होकर PM Gati Shakti और geospatial systems से integrated होंगे।

VB-NRIS की Architecture — कैसे काम करता है?
Level 1 — Viksit Gram Panchayat Plan (VGPP)
Planning framework एक decentralized “bottom-up” model adopt करता है — Viksit Gram Panchayat Plans (VGPPs) के through। Gram Sabhas और Panchayats local works identify और prioritize करती हैं।
कैसे बनता है VGPP:
- Gram Sabha की बैठक → local needs identify करना
- पुराने incomplete works की list तैयार करना
- नए works की priority तय करना (4 thematic areas से)
- VGPP को VB-NRIS पर digital upload करना
Level 2 — Block Level Consolidation
सभी Gram Panchayats के VGPPs को Block में consolidate किया जाता है — duplicate works eliminate होते हैं।
Level 3 — District Level Integration
Block-level plans District में integrate होते हैं — PM Gati Shakti के साथ GIS layers से compare।
Level 4 — State Level
District plans State में consolidate — State priorities और funds allocation।

Groundwater recharge, watershed development, rainwater harvesting, irrigation support, water bodies का rejuvenation और afforestation।
2. 🏗️ Core Rural Infrastructure
Rural roads, schools, Anganwadi centres, sanitation systems, renewable energy assets और housing-related infrastructure।
3. 🌾 Livelihood Infrastructure
Storage units, rural markets, cold chains, fisheries infrastructure, compost units, food processing facilities और skill development centres।
4. 🌪️ Extreme Weather Mitigation
Climate adaptation और disaster resilience — extreme weather events से बचाव के लिए rural assets।
PM Gati Shakti से Integration — क्यों ज़रूरी है?
PM Gati Shakti (launched October 2021) एक national master planning platform है — जो roads, railways, ports, utilities सभी को एक GIS map पर दिखाता है। अब VB-NRIS इसी platform से connected है।
Practical Impact:
- अगर एक village में पहले से PMGSY road बन रही है — VB-G RAM G के तहत फिर से वहाँ road बनाने की plan नहीं होगी (duplication avoid)
- Water body का पास में PMKSY project है — तो VB-G RAM G का watershed work उसके complementary होगा
